Oregon’s lottery is the second-largest source of revenue for the state. But critics say the lottery isn’t doing its job of enforcing its rules, and it puts gambling machines in easy reach of problem gamblers. And state lawmakers have little power to slap the lottery with fines or other measures.

There are several types of lottery activities, including raffles, poker games, and duck races. Raffles can be run by for-profit companies, individuals, or non-profit organizations. They are legal in some states, but are illegal in others. Some games, such as Dime-O and Quartermania, are also considered lottery activities.
